Silence from new school board leaders isn’t helpful

Last Thursday, January 19, the Washington County, GA Board of Education held a called meeting stretching into the very early hours of Friday morning. Spanning almost 6 full hours, the Board got updates from school and administration leaders. Following the presentations the Board adjourned for an executive session.

This was the second meeting the newly sworn-in Board members have conducted this month. Why such a lengthy meeting? Meetings require proper legal notice and preparation on the part of school leaders and administrators in addition to the Board itself. I appreciate the time and patience everyone involved invested in the meeting.

Item 10 on the agenda included “Superintendent Code of Conduct (transparency and professionalism).” The Executive Session items specified “Superintendent’s Evaluation (artifacts)” and a call with the Board’s attorneys.

If you followed my efforts to better understand, and share, among many questions, the Covid case load and exposure in the schools and what was reported to the state’s department of public health, it was less than transparent on the part of system leaders. Dr. Edmond refused to even send me the form required for weekly reporting. Undeterred, I got the same form with data from two different Middle Georgia school systems who proudly and readily sent it to me.

To see conduct and transparency as an item for leadership discussion so early in this Board’s tenure is encouraging. The link to the January 19th meeting was posted on the system’s web site, a first if I recall correctly, a most welcome improvement over having to request a link via email for a meeting open to the public.

Less than 12 hours after the Board adjourned, the Washington County community was stunned to learn, and see all over Middle Georgia television coverage, that the high school’s drama teacher, Michael Allan Dendy of Milledgeville, had been arrested and charged with pornography involving children under 18. Sheriff Joel Cochran released a statement to the media before lunch.

Parents registered with the system’s ParentSquare platform got a short update from the Board office around lunch time last Friday. That statement, nor any other, has been posted on the system’s web site or anywhere else, based on multiple searches. That leaves taxpayers supporting the schools with no information from the system’s leaders. This also opens the door for gossip and speculation shared as fact. In any community those things might happen. However, an official statement creates an opportunity for damage control when an organization finds itself in a less than favorable position.

We are a week out from very serious situation in our schools, one that no community wants to see happen. Dr. Edmond has not responded to my email about a statement being made available for the community. Board Chair Robbie Blocker kindly told me earlier today he would check with Edmond about a statement. If I receive anything I will promptly share it.

The school system can address the serious issue it is dealing with, how it is providing support to students, faculty, staff, and parents, and steps being taken to provide continuity of school programming, without endangering any law enforcement investigations or future actions. School leaders may well be exceeding everyone’s hopes and expectations at this difficult time.

Our schools have outstanding resources, parents, and students to do just that, but instead we aren’t being told anything at all. Addressing serious issues in a timely manner from school board leaders is due to the community in order for us to maintain our confidence in their work on behalf of our students.

When a number doesn’t reflect your accomplishments

Humans love rankings. We want the teams we cheer for to be Number 1, our hometown the cleanest, our grilled cheese the cheesiest. Americans certify BBQ and chili contest judges so we can be confident who makes the best in any contest. Rankings may demonstrate things that can be measured with known metrics, but some may have so many variables that the numbers assigned don’t begin to capture the true worth of what is being ranked.

Recently U.S. News and World Report released a ranking of high schools. The top ranked schools naturally heralded their place at the top of the list, and for good reason. They have surely set and met high educational goals for their students that should be reflected in a scoring system.

The top 10 public high schools in Georgia are located in urban areas; only three are outside the Atlanta area. That really shouldn’t be surprising- urban communities have more money, more resources, and more means to attract the most sought-after teachers.

Those schools who don’t sort out at the top of the list shouldn’t be overlooked for what they provide for their students, families, and communities. The one that my daughters, their husbands, my husband and his brothers attended, Washington County High School in Sandersville, ranks 328th out of the 426 public schools in Georgia, according to the magazine. The school’s students and teachers are more accomplished than the ranking indicates.

What factors could contribute to WaCo’s (as locals often call it in football chants) landing in the bottom portion of the list? Does having 78 percent of the student body classified as economically disadvantaged pose challenges? Sure. A low income home might mean there is no home computer, internet access, or transportation to the local library to complete homework or use the computers available there. These students may be working to help support their family, leaving less time for schoolwork. Many may miss meals when not at school, and hunger impacts the ability to learn. The local food bank makes every effort to provide easy-to-manage foods for students when they are home, but the need is great when families struggle.

The U.S. News and World Report ranking data report 867 students enrolled in 9th-12th grades at the public school. The private school in town, Brentwood School, founded in 1969, where tuition this school year for one high school student is over $7,500, has 100 students in grades 9-12. While smaller classes can have benefits, being in a large economically, racially, and culturally diverse school setting has benefits inside and beyond the classroom.

The differences between the two school options are stark. But those differences don’t mean the students at Washington County High School lack ambition, talent, or success. Last spring more than 50 percent of the 214 students graduating from Washington County High School received their diploma having earned a grade point average of 91.5 or higher. School Board Chair Chris Hutchings said, “The Washington County School District is proud of its accomplishments in educating the students of our community. Our graduation rate is nearly 10 points higher than the Georgia average at 93%. Dual enrollment is up. Nine of the 214 students in the 2021 graduating class received Associate Degrees, and 12 had been accepted into the military upon graduation. Twenty had already received scholarships among the 86 that had been accepted into college.”

Behind every one of those high school diplomas presented in May are success stories past and future. The Washington County High School Class of 2021 follows some  exceptionally talented graduates including:

      • Leaders in civic and nonprofit organizations
      • Teachers, counselors, school administrators

The rankings produced by U.S. News and World Report are a snapshot of what schools can and do accomplish. Being in the bottom portion of the rankings doesn’t make any student  in Washington County less intelligent or capable, nor any teacher less able to inspire or improvise to help a student succeed. The ranking is just one ranking.

 

A survey is only as good as the controls it sets

Lunches have been packed, sleep routines reset, and spelling words called out since students returned to classrooms across Georgia. Now parents, teachers, and students are reviewing progress reports and sizing up what happens during the next half of the grading period.

This point in the school year also gives school leaders an opportunity to review what is working and what might need to be adjusted. During a pandemic, the ability for schools to pivot on a pinhead may be the difference between lives saved and lost.

On the afternoon of Thursday, September 9, 2021, Washington County Public Schools sent out a survey using a Google platform tool asking for feedback from the school community. The survey tool is one I have used as both an executive director and board president of nonprofits.

The school system’s email with the link to the survey was sent to me by parents in the community. The form didn’t ask for any identifying information: no name, email, address, phone number. It did ask if the person responding is a school employee. It could be filled out by anyone anywhere  who had the link. I filled it out and submitted it. Twice.

Friday morning when I returned to the link it said I had already submitted my answer. Fair enough. After poking around with it some during the second of many cups of coffee, I got this:

The survey showed my email address, but Google’s software told me it wasn’t collecting anything from my account.

This isn’t the first time the schools have sent out a survey without parameters set on who could fill out the survey, or requiring any identifying information, in order to submit the survey. Last school year I picked up the phone and ended up talking with Dr. Rickey Edmond, who assured me that they were able to collect identifying data even though none was require to submit answers. I told him having seen the backside of these surveys via my Google business account, I’d sure like to know how they were managing that, because it might help me in the future. All I got was, “We can.”

With the broad questions asked in last week’s survey, what can Dr. Edmond  the Board of Education, and school principals really take away beyond how smooth car pick up and drop off are, and general satisfaction with instruction? Is a blind survey the only way for school leaders to know how parents and employees gauge the school year to date? How confident can school leaders, parents, teachers, and students be that the survey sent out on Thursday has the controls and parameters to collect accurate information?

It will be interesting to see what Dr. Edmond and the Board of Education members share with the community. Based on recent inquiries by myself and others concerned about the system’s Covid-19 record-keeping and reporting, my confidence in the quality of information collected and shared by the school system is low. Will the results of a survey available to anyone with email be used to guide judgement impacting not only the education of every student, but the health of the entire Washington County community?

I love a good Open Records Act request

With the return to classrooms across Georgia, I have been following the Covid-19 numbers in public schools in our state. Dismissing the recommended guidelines of the CDC, and the Georgia chapter of the American Academy of Pediatrics, many superintendents and school boards are playing doctor with the health of their own communities. The outcome, with Georgia’s schools back in session for about a month, has resulted in schools opting to be online only, delaying the start of school, pausing all instruction after beginning the school year, and students, teachers, bus drivers, and bus monitors, dying of Covid-19.

Concerned families, school communities, medical providers, and epidemiologists wait on a weekly Friday report from the Georgia Department of Public Health (DPH) for Covid-19 cases and trends in their county. Friday afternoon is also when most school systems release their Covid-19 information to their community. Some school leaders choose full transparency and share all the data they send to DPH for its weekly report. Their communities know the number of confirmed cases, how many people are quarantined, and clusters in each school.* Other schools provide a scant report that often leaves community members in the dark while confirmed cases continue to break records in Georgia.

This data is supposed to help school leaders decide how safe, and effective, it is to keep students in classrooms. Some schools have opted for virtual and printed materials for entire grades, entire schools, or the whole system as a result of data and historic trends.

On Thursday, August 27th, during what Washington County’s school superintendent described as a “fireside chat,” Dr. Rickey Edmond told almost 100 people attending the online event that only confirmed cases matter. He dismissed the number of students and staff quarantined as”fluid.” I agree that number could be considered fluid, because it can change every day. The number of confirmed Covid-19 cases can also change every day. DPH has already elevated Washington County schools to “substantial spread” and “increasing” in its weekly report.

With the state ratcheting up the level of concern for everyone in Washington County’s public schools, and having looked at reports posted by other systems across Georgia, I wondered exactly what DPH requires for its weekly school report. Seeing the reporting form was the best way to know.

A friend once told me, “I love a good Open Records Act request.” Like them,  I also love a good Georgia Open Records Act (GORA) request. On Monday, August 30th, I sent one to the Dr. Edmond, copying the Washington County Board of Education members. My request was, “The information I am requesting is for the information used for the Covid-19 information released to the public on August 13, 20, 27, 2021. I am requesting the Covid-19 reports and/or data Washington County public schools sent to the Georgia Department of Public Health for its weekly school report.” That’s a pretty straightforward request because DPH requires it, the school is supposed to compile and send it, so releasing all of it doesn’t require extra work.

What I got back from Edmond was,  “Reasonable access provided with good faith:
1. In response to your request: Covid-19 information released to the public on August 13, 20, 27, 2021 is attached in a PDF Table.
2. We can’t provide you with “COVID-19 Reports and/or data sent to Georgia Department of Public Health because that information is submitted via electronic portal and the medical form used falls under 50-18-72(a). As a school entity, we must uphold HIPPA, FERPA, and privacy requirements.
3. We have provided you with additional information complied by DPH for your reference.”

A complete and thorough GORA response should always be done “in good faith,” to use Dr. Edmond’s choice of words. The information sent to me isn’t what I asked for, and doesn’t comply with the GORA request. Dr. Edmond insisted that what they send has lots of confidential information in it. I asked that he redact any sensitive information and send me the form so I could see what the state requires for its weekly report on schools in our state. Additionally, saying that the form is completed online and cannot be released otherwise just doesn’t hold water in a school system with an IT department and virtual teaching capacity. Do they not save a copy of what they submit?

At this point, I was even more concerned about what the school system didn’t want to freely provide to the community. Case numbers matter, but so do the number of students and staff out for quarantine, and the number of clusters occurring in school settings. It is possible a school could have a low case load but a very high number of absences due to quarantine, resulting in dwindling classroom numbers.

What are they reporting that they aren’t telling us, and why is it so important to keep that information from us? As North Central Health District Director Michael Hokanson told me on the afternoon of August 27th, the reporting from schools relies on a good faith effort on the schools’ part.

If schools are sloppy with the parameters for collecting data, the data can’t, and shouldn’t, be trusted. If a school system isn’t carefully tracking why students are absent, for example a dental appointment, strep throat, or a death in the family, what you get at the end of the day is a number that tells you nothing about why those students were out of school. Kids and staff out due to quarantine are going to miss a significant number of consecutive school days. That impacts how they are learning, how teachers must adjust, demand for substitutes, and ultimately, if a system should use online resources to keep students up to speed, and everyone healthy.

Edmond told me to contact DPH to get the form that I ask for in my GORA request. Trying to find the right person at DPH, and actually reach them, is a circle of Hell Dante didn’t know about centuries ago. The staffers I did reach are frustrated and exhausted with how their agency is combatting Covid-19. One told me, “the right hand doesn’t know what the left hand is doing.”

I left messages at schools, emailed schools, and filled out GORA requests via forms school boards provided on their web sites. One school superintendent called me back eager to share blank copies of the weekly form schools send to DPH  and volunteered to send the detailed form required for the district health office. I got the form from more than one system to verify I had the right one.

 

 

 

 

 

 

 

 

 

 

 

 

 

 

What the report requires is the result of counting cases, quarantining of students and staff, and clusters.* This shouldn’t be a difficult thing to record on a daily basis and add up at the end of the week. The Georgia Department of Education created a video to guide school administrators on how to easily complete the form, using “Careful Recordkeeper” as the name of the school staffer filling it out. There is no sensitive or confidential data about anyone at the school required to complete this weekly report.

Dr. Nancy Kreiger at the Harvard School of Public Health recently said, “The answer to having not-good-enough data is to make it really public that it’s not good enough and to figure out, how do you make it better?” Kreiger went on to say about data, “You need good data to do proper planning, to understand what the risk is, how the risk is changing. And you need that to be real data that are publicly available and accessible.”

If a school isn’t committed to collecting accurate data, none of what they report can and should be trusted with full confidence by the state, or the people concerned about the health of every person in that school.

The responsibility of collecting good data falls on the Board of Education requiring it, and the schools led by Dr. Edmond following through.  Thousands of families in Washington County are making life and death decisions for their children and themselves during this pandemic.  For the Board of Education, Dr. Edmond, and school leaders to be satisfied with a refusal to collect good data and share it with families is not only a disservice to Washington County families. It shows a huge distain for the exhausted healthcare providers and DPH staffers working in the county and across our state.

When schools think it is ok for a drunk to drive the school bus

Watching the schools prepare to reopen in rural Washington County Georgia is like watching someone pour gasoline on top of an already burning fire. As Covid-19 rates soar in a county that stubbornly refused to access tested and proven vaccines when a state-run vaccination site was set up in the county, the Board of Education is choosing the path of least resistance on healthy safety requirements.

The highly contagious Delta variant will find multiple classrooms ripe for explosive spread. The risk of exposure could be easily reduced if school leaders were willing to take one necessary step to protect those who cannot be vaccinated and those who refuse to be vaccinated-require masks in all indoor situations.

How bad is it in Sandersville and other communities in the county? Bad. Very bad.

The CDC rates the risk of transmission as high. According to the CDC, the percentage of people in the county fully vaccinated is a dismal 7.7 percent despite the easy access to the vaccine provided by the state in the spring when eligibility was expanded. School age students between 12-18 years old are fully vaccinated at a rate of 9 percent. If teachers and staff are in the age group of 18-65, only 9.4 percent of that age cohort have chosen to be fully vaccinated before  returning to the classroom, cafeterias, hallways, and buses.

Yesterday the school system superintendent responded to an email I sent stating that they are following Georgia Department of Public Health (DPH) recommendations. Choosing the Education link on the state’s site takes users directly to the CDC’s site, which recommends masking for all people in schools regardless of vaccination status or age.

Still,  Superintendent Rickey Edmond and the Board of Education are confident that letting 1405 students in the primary and elementary schools, 760 in the middle school, and 880 in the high school, sit in classrooms and move through hallways without a mask on is OK (because let’s be honest, it will not be possible to keep every child in a hallway distanced or properly masked).  There is a Virtual School option only offered to grades 5-12, with limited capacity and criteria for acceptance, that will have 20 students.

The reported cases of Covid-19 in the seven days preceding August 2 are up 161.54 percent. The percent of tests that are positive has climbed by  15.63 percent. Local hospital admissions are up a full 200 percent. Schools haven’t had the first student in a classroom and the caseload is soaring in a county with great doctors but limited hospital services.

Late yesterday, a news report posted on Georgia Public Radio’s site summed it for me. Amber Schmidtke, PhD., a microbiologist tracking and explaining Covid data for mere mortals like me, said, and I am adding emphasis to her statement”So when this starts to happen [children becoming sick and requiring hospitalization] in a bigger way in Georgia and kids who were previously healthy are on ventilators, I don’t want school superintendents to claim that there was no way this could have been predicted,” Schmidtke said. “We have plenty of warning that the situation in 2021 is more dangerous than a year ago for children. Willingly choosing to endanger children by not doing the bare minimum of disease control and prevention should be treated the same way as knowingly allowing someone drunk to drive a school bus and organizations that do so should be held to account.”

Teachers and staff are preparing now for open houses in Washington County schools, with classes starting Friday. In a community with a rising case load, doubled Covid hospitalizations, low vaccination rates, and school leaders willing to, as Dr. Schmidtke suggests, let a drunk drive the school bus, they are providing the ideal breeding ground for very sick children,  families, teachers, and staff.

It doesn’t have to be this way.

Public schools are stonewalling their communities on Covid-19

Earlier this week the Atlanta Journal Constitution’s article Families press schools to show  virus data  proved me wrong in thinking that I am the only person bothered by the lack of information being provided to parents, teachers, students, and taxpayers from their local school boards. The lead feature coverage focused on a rural county not too far from Washington County, Georgia, where I am invested in the success of the public schools as a taxpayer and grandparent.

Last month I emailed the Washington County School Board members and Superintendent about where they are providing updates to the community on exposure to the Coronavirus and any confirmed cases of Covid-19 in the schools. To date, all the board office has said is that they have “fluid” benchmarks and are working with the state’s Department of Community Health.

Among their responses to my questions about informing the community about virus exposure, the Board Chair, Chris Hutchings, asked if I might be able to identify and help secure funding for internet connectivity in the rural areas of the county. Currently the system is sending out buses with internet connectivity to serve as hot spots in rural parts of the county lacking broadband service.

Hutchings wasn’t aware of the state’s assessment of internet access published in June of this year. Thirty-seven (37) percent of Washington County residents do not have broadband access to the internet. Many areas in the county lack decent cell phone service, making the use of hot spots for access also unreliable.

I told Hutchings that while I am not well-connected to groups focused on education, I would think about where funding might be available. Having been connected to foundations through nonprofit healthcare and environmental justice work, I do know some funders who might consider a well-crafted request.

The following day I sent these questions to the Board and the Superintendent, Dr. Rickey Edmond, so that I would know where to start and best help. Options B and C encompass online learning options for families.

In making an ask, I think you need to have at hand:

    • Number of students total, and per school
    • Number of students learning remotely- Option B and Option C
    • Number of students who chose option
    • Number of students in class because they don’t have internet access
    • Number of students without internet who are doing options B or C
    • Number of students with internet
    • Number of teachers without internet
    • Number of computers loaned to students
    • Number of computers loaned to teachers
    • Number of students who didn’t turn in final packets in the spring
    • Number of students who simply disappeared in the spring

I received this reply from Dr. Edmond:

Hi.

We have this data and monitor it yearly to assess functional levels, operations, and effectiveness. We are one-to-one with our devices for our students. We have a great IT Team and support staff to address parents’ needs when there is an issue with connectivity. I recommend you and your organization take on the task of helping the rural schools get state and federal funding for connectivity in rural America.

So to recap, the Superintendent, whose Board chair asked for my help to  secure badly needed funding for internet access, gave me and my “organization” marching orders to secure what they said they need, but without any data. I belong to some environmental groups, and a homeowner’s association, but those aren’t the organizations that are going to pony up to help a rural school system provide web connectivity for the schools.

All of this data should be easily at hand if the system has such a solid grasp on all of its IT needs. I sent my questions to a journalist  beyond the confines of Washington County who has covered issues in the area, and access to school data in other Georgia school systems, to see if they had difficulty securing information. My hunch was right-this data should be easy to compile and readily available.

A few weeks ago I sent a Georgia Open Records Act (GORA) with the same questions I had raised when I was asked to help, with data points from August 7, 2020, the first day of in-class instruction, and September 8, 2020 for comparison. If they wouldn’t voluntarily provide the data Edmond has assured me they have at hand since the pandemic began, I could press the issue with a GORA request.

Edmond replied, “The cost will be an hourly rate of $46.33, minus the first quarter hour. It will take 16 hours to complete all the requested task and total cost will be $729.70. We are requesting the payment be made in advance before the retrieval process is activated because the total amount will exceed $500.”

Do the custodial staff, cafeteria workers, paraprofessionals, and teachers make anything close to $46.33 an hour, even with benefits? And why would it take 16 hours to put this information together if they are consistently monitoring these things?

I’m steadily losing confidence in what the Washington County School Board knows about how their students are learning, how teachers can support students and parents if/when the schools have to be closed this year, and how they are going to ensure that students receive the materials and instruction they need to stay or exceed their grade level.

My property tax bill is on my desk now, $737.34 of which goes directly to the school system’s maintenance and operations funds. The data I am requesting should guide the system’s budgeting and expectations of taxpayers’ dollar. The system should be making a case for their funding by sharing the data without reservation.

How to be both angry and sad at the same time

For the past 17 months and six days, people have said that I am handling suddenly being widowed with grace. Being furious and raging wasn’t going to unwind the fact that a careless driver killed my husband while he was riding his bike. I have limited reserves of energy, and I knew that walking around being angry wasn’t going to get me very far.

Last Thursday I was both angry and sad. If David Cummings was alive, I would have put down whatever work project had my attention in Atlanta just before 2:00, gotten in my car, and driven back to Sandersville, Georgia to celebrate with him. As I have told friends before, it was David who helped me connect the dots not too long after the boondoggle Plant Washington was announced.

I didn’t know much about energy production before the end of January 2008 when Dean Alford was presented to the business leaders of Washington County in an invitation only presentation at the Washington EMC. As I learned more, I became very concerned. It’s handy to be married to a geologist who can explain the water tables and such when a coal plant is going to draw down 16Million gallons of water per day, and your household water source about eight miles from the plant site is also drawn from a well in that same geologic plain.

I’ve always credited David for helping me find my way on responding to Plant Washington. On one of the first beautiful spring days in 2008, the kind that makes you want to find any reason to go outside, I told David I wished there was someone who lived near the proposed plant site that I could talk to, because surely they would be concerned about the threats of coal ash emissions, access to water, safety, and property values. He casually said that long-time family friends Randy and Cathy Mayberry had a cabin adjacent to the site, that maybe I should talk to them.

That sunny afternoon I went out to walk, and after about an hour, sweaty and kind of worn looking, I knocked on the Mayberry’s front door. Cathy answered, and while I told her I didn’t want to interrupt their day, and I surely wasn’t fit to sit down with anyone to talk, maybe sometime we could have a conversation about the risks posed by Plant Washington. From the living room Randy called out, “Come on in.”

From there Cathy and I met on someone’s porch with Lyle Lansdell, Pat, and Sonny Daniel, Paula and John Swint. Jennette Gayer came drove down from Atlanta. Seth Gunning, a student at Valdosta State who was light years ahead of the rest of us about energy and the environment, drove up for a meeting. Larry Warthen, whose church was founded after the Civil War, where unmarked graves of enslaved and free people are just yards from the plant site perimeter, stepped up to help lead in the work. The lawyers and partner organizations came to us to teach us, guide us, and become champions for our community too.

David was a certified stream monitor for the Ogeechee Rverkeeper. Our grandchildren Chase and Ella went with him one afternoon to learn about stream monitoring.

David didn’t go to those early meetings, but he listened to me, counseled me when I thought my head would explode as I learned more about the convoluted way coal plants are developed, permitted, and financed. He signed the petitions and went to the hearings. He phone banked when volunteers across the state came together to help return Cobb EMC to the rightful control of the member-owners. He used a few vacation days to attend court proceedings and EPA public comment sessions. Later he agreed to serve on the board of the small grassroots organization, the Fall-Line Alliance for a Clean Environment (FACE), that came together after the first few community meetings. Because he grew up fishing, canoeing, and swimming at our family’s farm on the Ogeechee River, he became a certified stream monitor.

Summer vacation in Maine, 2010, as I was beginning to realize fighting Plant Washington was the work I needed to do full-time

In the summer of 2010, when I knew to my core that quitting a job as a rural health advocate, where I excelled, instead of working nights, weekends, and burning through vacation days to fight Plant Washington, was my true calling, David supported me. When I worked 12 hours a day, he walked the dogs and cooked dinner. When I had cancer and was exhausted from radiation treatments, and the work required to fight Plant Washington totaled at least one thousand hours each week among our partners, he supported me. When Plant Washington’s funders backed out, and the truth in what FACE and our partners had said all along became clearer and clearer, David celebrated with me. And when the work of fighting Plant Washington wasn’t a full-time job any longer, because winning meant I would work my way out of a job, David supported me while I looked for work that would tap all the passion and experience I had garnered since 2008. He was always there.

Thursday evening I had plans to meet Atlanta friends who don’t know me as coal-plant fighting activist. One of them said she wanted to hear the story of my work as we began walking through the Atlanta Botanical Gardens. I told her I couldn’t compress it well at the moment, as it began in 2008 and changed me forever.

So we toasted a long-awaited victory, one they know matters to the health of the small rural community where my husband and children grew up, where some of my grandchildren live now, the community that helped FACE leaders become the best and truest versions of ourselves.  We toasted to doing work that matters and benefits everyone on this one planet, and to those whose bodies have been returned to it.

 

The arc of justice is long

Earlier this afternoon the Atlanta Journal Constitution sent out a news alert concerning the resignation of Dean Alford, a member of the Georgia University System’s  Board of Regents. Alford was recently reappointed to the Board by Governor Brian Kemp.

The newspaper details that the Georgia  Attorney General and the Georgia Bureau of Investigation issued arrest warrants for Alford for creating a fraudulent invoice submitted to the state, and for forging the signature of a university employee.

What did Alford do?

The paper’s coverage includes, “Alford is accused of creating a fraudulent invoice acknowledgement form, dated Sept. 24, to submit to a company called Versant, state officials said. The document is alleged to have falsely asserted that the University of Georgia would pay Versant $487,982.88 to satisfy a debt owed to Alford’s own company, Allied Energy Services, LLC, located in Rockdale County.”

That’s not the biggest amount of money, according to the AJC. The article continues with, “He’s also suspected of transmitting fraudulent documents to Versant to make the company believe he had legitimate purchase agreements and accounts receivable with various entities, state officials said. Alford was attempting to sell such accounts receivable to Versant in exchange for $1,798,327.06, investigators said. ”

Alford purchased Allied Energy Services for pennies on the dollar when a judge ordered Cobb Energy holdings, a private shareholding company spun off from the nonprofit Cobb EMC, to be dissolved. Alford’s “haul” at Cobb EMC, the electric membership co-op in the north Atlanta suburbs, was close to $18Million according to 2015 news coverage.

But there’s more. Much more.

Allied Energy Services was awarded a no-bid contract to develop Plant Washington, a $6Billion proposed coal plant that soaked up millions of dollars from EMCs in Georgia under the umbrella of Power for Georgians. The electric co-op in Washington County, Washington EMC, sunk $1Million of member-owner dollars into the boondoggle plant, slated to be built just miles from my home, and the homes of a small group of local citizens who became the Fall-Line Alliance for a Clean Environment (FACE). Alford never secured financing, power purchase agreements, or customers. FACE has never wavered in its grassroots committment to protecting our natural resources and the health of our families and friends.

The adventures of FACE, and those of others in Washington County, have been detailed on this blog since Plant Washington was proposed in January 2008. The saga involves seeing fellow citizens for who they truly are, or are not. FACE leaders earned the rights to our story through hard work and selfless determination.

I’ll close here by adding that FACE and our partners have waited years to throw the biggest celebration to ever happen in Washington County. We’ve got a party to plan and invitations to send to those who stood with us.

A serving of justice lite

Two days ago a friend described the criminal court proceedings against the careless driver who killed my bicycle-riding husband, David, as a “lite order of justice.” Why? What’s the punishment for killing a law-abiding cyclist in Georgia?

Careless driving resulting in a cyclist’s death is considered a misdemeanor, and the penalties are hardly harsh. A year’s probation, losing a driver’s license for 12 months, 40 hours of community service, and completing a driver safety course, were meted out by the judge who accepted a plea agreement reached between the defense and prosecutor.

The bar is set that low in the state of Georgia for killing  a cyclist due to careless driving.

Things that serve as mere inconveniences for the driver, in my opinion, hardly balance the loss of a husband, father, grandfather, brother, nephew, cousin, friend. While making funeral arrangements, we knew the punishment could never match the loss we would experience everyday for the remainders of our lives.

On Tuesday my family arrived at the courthouse fully aware that regardless of how impassioned our victim’s statements might be, there would be no sentence close to matching the significance of the life lost. We are not the first to experience this unnecessary loss, nor, sadly, the last.

So all of us continue to grieve and mourn, both family and friends, while the punishment for the person whose carelessness caused us to gather in a courtroom this week, is measured in a very few months and hours of inconvenience. A serving of justice lite was the only thing available on the menu Tuesday.

When the data scare folks

Earlier this week I found this nifty tool for comparing the healthcare plan proposed by the Republicans (Trumpcare) to the current plan in place (Obamacare). Let’s call the plans what they are, since the Republicans considered attaching the former President’s name to the health care plan he championed, which provided affordable insurance to over 20Million more Americans, as a negative way to tag the plan and policies.

I also shared the Kaiser Family Foundation’s tool in a FaceBook group that was put together to support the hospital in my rural county. All I did was compare the differences in costs for a 60 year-old making $40,000 per year. I used the names Affordable Care Act and Affordable Health Care for America, not Obamacare and Trumpcare, respectively. I didn’t even mention either President or member of Congress by name.

Yesterday a local man took issue with posting the tool and providing the difference in coverage costs as criticism of the plan and the hospital. I responded today:

I am sharing the data. The tool allows people to use it themselves if they choose to do that. Both plans impact the access to care, and affordability of that care for local residents. Both plans also directly impact our hospital.

If we want to keep our hospital open and viable, it will take a combination of many funding streams- that’s not a criticism of the hospital. Hospital admins and leaders have been frank about the diverse source of funds and payer load that is required to keep the hospital open. I have not named any elected officials, nor criticized anyone, OR provided any information that can’t be verified. If sharing information in a polite and civil forum “stirs people up,” that is something that people who are “stirred up” must resolve for themselves. I’m not afraid to do some of the work of being an informed citizen, and share what I learn if others want to use those resources. The proposed legislation is being fast-tracked, so there isn’t a lot of time to “wait for all the data to be processed.”

I’m smart enough to look at the numbers myself and work through the differences- I don’t have to wait for someone to explain it to me.

What’s so scary about a an easy-to-use data tool with information that is readily available and verifiable? What’s to get “stirred up for no reason” about looking at information yourself? And perhaps worse, why does anyone think that we ought to, “wait for all the data to be processed.’? Even though this in a complex problem, it isn’t rocket science.

Why are Trump supporters so unhappy about comparing Trumpcare data to Obamacare data?

The mansplaining and “don’t you worry missy, wait until someone can explain it all to you” is another problem. If you look at the provisions for women’s health care in the Trumpcare plan, and the lack of respect for women and our ability to make information decisions about our health and bodies, well, no wonder this man thought I needed to just sit down and be quiet.

Clearly I didn’t take his words to heart.

One way the Republican health plan will impact my rural county

Last night I used this nifty tool released by the Kaiser Family Foundation to calculate how the proposed health care bill released by the Republicans Tuesday night will impact Washington County.

In Washington County, if you are 60 years old and making $40,000 a year (per capita income is under $38,000 in my county), the Affordable Care Act (Obamacare) health insurance tax credit in 2020 will be $7,800. The House plan would provide a credit of just $4,000 in 2020. That means the cost of buying health insurance for a 60-year-old making $40,000 per year will GO UP by $3,800 if the Republican plan is adopted.

Under the current plan, insurance companies are capped at charging three times the amount charged for coverage for younger people. Under the Republican plan the cap increases to five times the cost of rates charged to younger people.

There are also considerable cuts to Medicaid and Medicare.

All of these proposed changes will impose serious financial and health threats to people in my county who may not be able to afford insurance any longer, and these expenses will be added to the other cuts to funding in the proposed legislation. These factors, plus others in the proposed plan, do not bode well for our hospital or facilities in other rural communities.

Last May Washington County voters took on a bond to support our hospital, knowing that the bond could not solve all of the financial problems for our struggling facility. We still have work to do if we want to keep our hospital open.

Who else is looking at WCRMC?

To give my urban readers a glimpse of rural life, the legal organ in Washington County, and the one that people mean when they ask, “Did you see this week’s paper?” is The Sandersville Progress. The Progress is published weekly, and has no online presence. They have been doing some really good coverage of the issues that have surfaced about Washington County Regional Medical Center.

One of the two local radio stations, Waco 100, includes local news coverage as part of their programming. Last week they posted a breakdown of the travel expenses incurred by Washington County’s hospital consultant Alan Richman, at InnoVative Capital.

As pointed out by the Progress and Waco 100, former County Administrator Chris Hutchings reminded Richman that he was requesting reimbursements without providing receipts.

I submitted two more Open Records Act requests last week. The more I learn, the more questions I have.
